Since the Public meeting on 1st October, coordinated with the Staff Association, at which all proposed measures for the 5-yearly review were detailed and explained, the remaining open questions have been resolved with the Staff Association and we are nearing completion with submission to Council on 17th December.
I wanted to give you an update following the latest TREF meeting on Thursday 26th November and give you an idea of what to expect with regards to gradual implementation and entry into force of these measures.
The primary objective of the proposed measures is to create a positive and socially progressive work environment for all CERN contributors. We are confident that the variety of the proposed measures will enhance CERN’s attractiveness as an employer.
The key changes with respect to the presentation made at the October meeting are as follows:
- All diversity-related measures presented have been approved in CCP with some enhancements around maternity leave possibilities for fellows.
- Concerning the career structure, the Staff Association’s concerns have been heard and addressed mainly by the removal of tracks and the extension of transition measures.
- For International Indemnity - the proposal which went to TREF was that current eligible staff maintain their existing allowance whilst new appointments in the new grid will be in accordance with respect to the new grade entry positions. The proposal is also that all staff recruited outside the local area are eligible, irrespective of grade. As a result, some current staff members may become entitled to the indemnity (at the residual rate and for the remaining period) and associated benefits.
A collaborative atmosphere reigned at yesterday’s TREF meeting, which was long and punctuated with many probing questions from nearly all the Member States represented, whose common interest is a long-term successful future for CERN. We are optimistic that the proposals will be presented to Finance Committee and Council with support from TREF delegates.
The next key milestone is the submission of these proposals to Finance Committee and Council on the 17th December for their approval. Thereafter, I will revert to you with more details.
