The 11th edition of the CERN Staff Rules and Regulations, updated on 1 January 2016, provide for the recognition of registered civil partnerships as family connections.
Article S IV 1.02 of the Staff Rules and Regulations, entitled "Marriage and spouse", indeed states that: "The term “marriage” includes registered civil partnership; the term “spouse” includes registered partner."
Civil partnerships are thus recognised as equivalent to marriage within the CERN Health Insurance Scheme (CHIS), and CHIS benefits and conditions applicable to married couples thus applies equally to registered civil partners.
Until 31 December 2015, the Organisation considered Members of the Personnel and Beneficiaries of the Pension Fund whose civil partners did not meet the criteria to be recognised as family members, to be single. As such they were not obliged to inform CERN or the Pension Fund of the existence of a civil partnership and the partner was not insured by the CHIS.
From 1 January 2016 all Members of the personnel and Beneficiaries of the Pension Fund must inform the Organisation about the existence, registration or dissolution of a civil partnership. To do so members of the personnel should contact their DAO and Beneficiaries of the Pension Fund the Fund’s Benefits Service.

Once the formalities have been completed, the partner is covered be the CHIS from 1 January 2016, or from the date the partnership was registered in case the registration took place after 1 January 2016.
